Explore whether pobsync should run restore jobs, not only generate commands.

Acceptance criteria:

  • Identify safety model, confirmations, dry-runs, and target restrictions.
  • Decide whether restore execution belongs in pobsync 2.x.
  • No destructive restore execution until design is approved.
